Provision a new user in the rmcflogin.onmicrosoft.com Entra tenant. Sign-in is passwordless Email OTP.
Heads up: Email is the sign-in identifier and cannot be changed after creation. Graph creates the account immediately. If "Send welcome email" is checked, the user is emailed at the address you enter.
